The second column of integers runs from 1 to 10 for the first dimension and 11 to 20 for the second dimension because the program runs 3 universal iterations. Given that there are 3 phases of estimation for each iteration, this yields 3*3 = 9 lines. The roll call parameters are always reestimated one last time after the universal iterations are completed; hence, 3*3 +1 = 10.
