The roll call vote files have the same format as the files furnished by the ICPSR for Congresses 1 - 101. The ICPSR ID numbers assigned to members elected before the 102nd Congress are continued in these files. New members have been assigned unique numbers. In the Senate, if a newly elected member served previously in the House, he/she was given the ICPSR ID number used in the House. If a newly elected member did not serve in Congress before, then numbers beginning with 49100 were used in the 102nd Senate; numbers beginning with 49300 were used in the 103rd Senate; numbers beginning with 49500 were used in the 104th Senate; and numbers beginning with 49700 were used in the 105th Senate; numbers beginning with 49900 were used in the 106th Senate; numbers beginning with 40100 were used in the 107th Senate; numbers beginning with 40300 were used in the 108th Senate; numbers beginning with 40500 were used in the 109th Senate; numbers beginning with 40700 were used in the 110th Senate; and numbers beginning with 40900 were used in the 111th Senate. Only Yes (1), No (6), Not Voting/Not Ascertained (9), and Not in Congress at the time of the Roll Call (0) are recorded. The Yes-No marginals will usually match those reported by Congressional Quarterly for the Senate but the House marginals will differ in the 102nd and 103rd because the voting of delegates from D.C. and the various territories is not recorded. In addition, Congressional Quarterly codes for pairs and announceds and corrects its data if a member later changes his or her vote.
