John Kerry's Senate Voting Record
13 October 2004

Below is Senator John Kerry's entire Senate voting record for the 99th through the 107th (1985 - 2002) Congresses. On this page I have posted his roll call votes for the 99th (1985-86) Senate and below are links to the remaining Senates.

For each roll call vote I show Senator Kerry's recorded vote -- Yea (Y), Nay (N), or a blank if he did not vote. Note that if Senator Kerry paired or announced his position I treat this is as a Yea or Nay. For example, here is how his vote in the 99th Senate to confirm Edwin Meese as Attorney General is displayed below:

  99 9 23 FEBRUARY 1985 N 68 32 53 0 15 32 7 26 8 6 CONFIRM EDWIN MEESE ATTORNEY GENERAL
Ignoring the red and blue dots for the moment, the first number is the Congress, the second number is the roll call number from first to last cast in that Congress, then the date of the roll call (note that I use the European style dating system), Senator Kerry's vote -- Nay (N) on Meese, the next two columns are the Yeas and Nays -- the roll call was 68 Yea and 32 Nay, the two numbers in blue show the Republican split on the roll call -- 53 Republicans voted Yea and 0 Nay, The Democratic split on the roll call -- 15 Democrats voted Yea and 32 Democrats voted Nay, the next two columns shown in black are the Yeas and Nays of the Northern Demcrats who split 7 Yea and 26 Nay, and the last two columns are the Yeas and Nays of the Southern Democrats -- South being the 11 States of the Confederacy plus Kentucky and Oklahoma (this is a standard definition used in Political Science as is the definition used by Congressional Quarterly in is conservative coalition support scores) -- 8 Yea and 6 Nay. At the end of the line is a short description of the roll call. Note that this description refers to the general subject matter of the roll call and does not necessarily indicate what a Yea or Nay Means!! The Red and Blue dots show whether or not Senator Kerry voted with the following 11 Senators:

            WELLSTONE (D-MN)
            KENNEDY (D-MA)
            LEAHY (D-VT)
            ROCKEFELLER (D-WV)
            BYRD (D-WV)
            BREAUX (D-LA)
            SPECTER (R-PA)
            WARNER (R-VA)
            THURMOND (R-SC)
            LOTT (R-MS)
            HELMS (R-NC)
For example, on the Meese confirmation vote, Wellstone (D-MN) was not in the 99th Senate, so no dot appears in the first position. Kennedy (D-MA), Leahy (D-VT), Rockefeller (D-WV), and Byrd (D-WV) all voted Nay. Hence the four Red dots. Breaux (D-LA) also was not in the 99th Senate so there is a blank for his position. Specter (R-PA), Warner (R-VA), and Thurmond (R-SC) all voted Yea. Hence the three Blue dots. Lott (R-MS) also was not in the 99th Senate so there is a blank for his position. Finally, Helms (R-NC) voted Yea so there is a Blue dot at his position.

The pattern of Red and Blue dots is a rough measure of who Senator Kerry was voting with. For the non-unanimous or very lop-sided roll calls there usually are red dots in the first few positions and blue dots in the last few positions. This indicates that Senator Kerry was usually voting with Democrats to his left and his immediate right against conservative Republicans. However, there are quite a few roll calls with blue dots on the left and red on the right; for example:

  99 50 8 MAY 1985 Y 85 12 47 4 38 8 25 8 13 0 REDUCE SOC SEC PAID TO ILLEGAL ALIENS
So that Senator Kerry cannot be seen as an extreme liberal! He is correctly viewed as a liberal but one who is about in the middle of the Senate Democrats.
